Request for Proposals

The W̱SÁNEĆ School Board is inviting bids to facilitate general contractor services for capital project improvements at the W̱SB Administration Building/Saanich Adult Education Centre, located at 7449 West Saanich Rd.

The call for bids is open from May 6 – 17, 2024, with scheduled work to take place between June and November 2024. 

The purpose of this project is to contribute to an inspiring place for students to learn and a welcoming environment for community members to visit by aesthetically improving the building’s exterior. The building requires maintenance to extend its intended lifespan and better complement the neighbouring schools and facilities on campus.

Project Scope/Requirements:

This building is desired to last another 20 years; the proposed renovation includes new roof, siding, and windows.

Desired Scope of Work:

Bids are to include a full-time site supervisor for safety and quality control to oversee a proposed design model and to adhere to project timelines.

Materials selections to include:

• Wall cladding with board and batten siding, proposed gables clad with James Hardie shake
• Remove existing metal/asphalt single roofing and any rotten sheeting. New fibreglass shingle over newly sheeted roofing
• Thermal windows (vinyl)
• New soffits, gutters and downspouts

Tender Package Requests

A W̱SB Evaluation Committee will review all bids and tender documents. The W̱SÁNEĆ School Board recognizes that “best value” is a balance between getting the lowest costs and maximizing the economic benefits from capital projects.  The following principles and policies are to apply with regards to the tendering of capital projects:

• The use and development of local resources and people is to be maximized, subject to costs and available skills.
• The contract bidder who best meets the evaluation criteria shall be recommended to receive the contract, subject to W̱SÁNEĆ School Board approval. Tender package should contain the following documents:

• • Tender instructions
  • Tender and Contract form
  • General Conditions
  • Insurance Schedule
  • Contractor Statement of Qualifications
  • Proof of Workers Compensation Board coverage
  • Statement of work plan and specifications.

Statement of workplan and specifications should meet the proposed timeline of June- November 2024.

The W̱SÁNEĆ School Board is seeking tender packages to facilitate the entire improvement project but is open to reviewing smaller tender packages that address specific aspects of the work.  Smaller tender packages that address specific aspects will only be considered if the timing aligns within the 6-month scope of the entire project and that overall insurance coverage of the whole project is maintained.
