The W̱SÁNEĆ School Board (W̱SB) has completed construction of new facilities and now requires the services of a firm to undertake the completion of additional works identified as important to the overall campus. W̱SÁNEĆ School Board is inviting proposals from general contractor services to lead and facilitate capital project improvements under a cost-plus fee structure. Project scope includes expanded bus compound, parking areas, and minor renovations to the W̱SB Board Room and ȽÁU, WELṈEW̱ Tribal School. The W̱SB campus is located at 7449 West Saanich Rd. The request for proposals (RFP) is open from Tuesday October 15 – 31, 2024, with scheduled work to take place between November 2024 and March 2025.

The purpose of this work is to project manage the expansion of the bus compound and adjacent parking area, as well as several improvement projects to contribute to further inspiring the place of learning and welcoming environment at W̱SÁNEĆ School Board. The overall vision is to grow and improve services to the meet the increased demand for key facilities on campus.

Project Scope/Requirements:

Project proposals should be based on a cost-plus fee contract, for general contract services to manage and deliver a priority list of project deliverables on a strict timeline. The maximum budget has been set at $600,000 and all work is to be completed by March 31, 2025. The scope of work remains partially flexible based on the number of priorities we can allocate on the fixed maximum funds for the project. Contracts for services will be secured through the W̱SÁNEĆ School Board and payments will be processed through Tsartlip First Nation.

Desired Scope of Work:

• Expansion of the existing bus compound; includes project design and construction, landscaping, fencing, and includes the installation of a small office facility for Operations, Maintenance and Transportation staff
• Possible relocation of the existing greenhouse and garden and relocation of maintenance department and campus storage
• Plan and implement expansion of upper parking area, landscaping and roadway design
• Improvements and finishing to roof on HR Board Room Building
• various HVAC and plumbing upgrades in the elementary school
• Improvements to the existing track and field
• Upgrades to the field lighting
• Other scope as directed

Proposals are to include a full-time project manager or site supervisor for safety and quality control to oversee progress and adhere to project timelines. The upset budget has been set at $600,000 and all work is to be completed by March 31, 2025. Experienced and suitably qualified firms interested in providing their professional services for this project are invited to submit written proposals. The proposal should identify the “plus fee” for services requested. Proposals should also identify use of First Nations labour, method of budgeting and invoicing, experience and ability to meet the requirements of the contract. The proposed form of contract is to be included. A W̱SB Evaluation Committee will review all proposals and tender documents. The W̱SÁNEĆ School Board recognizes that “best value” is a balance between getting the lowest costs and maximizing the economic benefits from capital projects. The following principles and policies are to apply with regards to the tendering of capital projects: The use and development of local resources and people is to be maximized, subject to costs and available skills. The contract proposal who best meets the evaluation criteria shall be recommended to receive the contract, subject to W̱SÁNEĆ School Board approval. Tender packages will be evaluated based on submissions that include the following documents:

• Contractor Statement of Qualifications
• Proof of Workers Compensation Board coverage
• Statement of work plan and specifications

Statement of workplan and specifications should meet the proposed timeline of November 2024-March 2025. The W̱SÁNEĆ School Board is seeking proposal packages to facilitate the entire improvement project but is open to reviewing smaller tender packages that address specific aspects of the work as well.
